Coach Brian Kelly reportedly has received his 19th verbal commitment for the 2013 class today from WR/CB Will Fuller (Philadelphia, PA - Roman Catholic). He is listed at 6'0" and 165 lbs with a 4.52 second 40 yard dash.
Fuller committed to Notre Dame over the weekend after being on campus for the opening practice of fall camp. He was previously committed to Penn State and also held offers from Boston College and Rutgers among others.

Impact:
Immediate Future:
Fuller is the kind of player that will probably need a year or two to add weight before making an impact in college. While he was primarily being recruited as a wide receiver by programs, I think his real value to the Irish long-term is at corner.
Long Term/Career:
As a wide receiver, Fuller does all of the little things right- route running, getting separation and high-pointing the football. If he stays at receiver, I feel he likely projects to the slot receiver position.
As I said above, I think he makes the move to defense long term. He has ideal size for Diaco's defensive system. In his highlight film, there are a few clips of him playing corner where he does a great job reading the opposing QB and making the interception. He will need to get to around 200 lbs to endure the physical play that is required, but has all the physical tools along with the knowledge of a receiver to be an impact corner for the Irish.
