While speaking at Grand Valley's Enrichment Dinner in Grand Rapids, Michigan, where he was honored with a Leadership Award, Brian Kelly may have sort of named QB Tommy Rees his starter for the 2013 season on Wednesday, according to Steve Kaminski at MLive.
Here's the key quote from Kelly's remarks:
"We always move forward," Kelly said. "I don't live in the past, and I don't spend too much time in the future. I live in the present, and in the present, we have Tommy Rees. We have Tommy Rees, who is an established player, and he will be our starter. We think Andrew Hendrix and Malik Zaire can contribute, but Tommy will be our starter."
Now, that certainly sounds like naming Tommy Rees the starter, and others have confirmed the accuracy of those reported remarks.
However, Irish Illustrated reported shortly after the remarks made the rounds that, in fact, Kelly didn't mean what he said or meant something else or temporarily forgot how to use language or something:
Despite a report from the Grand Rapids Press, Brian Kelly did not name Tommy Rees his starting QB on Wednesday, according to Notre Dame.

All that we can say for certain is that Brian Kelly may have named Tommy Rees the starter at a dinner in Michigan yesterday and that people seem to say footballish things in the off season in Michigan that they later wish they had said differently. In any case, it wouldn't surprise anyone to see Tommy Rees take the field for the first series against Temple, would it?
